Commentary on 19:98
"Or hear from them even a whisper" - 19:98.
The word means a faint, unintelligible sound such as a death-rattle. The meaning of the verse is that there have been many kings who ruled vast empires, exercised unlimited authority and lived in great splendor, but when the wrath of Allah caught upon them for their sinful acts, they were annihilated in such a manner that not even a whisper or a feeble motion is now being heard of them.

19:96
Indeed, those who have believed and done righteous deeds - the Most Merciful will appoint for them affection.1
1 translator’s note
- From Himself and from among each other. ↩
19:97
So, [O Muḥammad], We have only made it [i.e., the Qur’ān] easy in your tongue [i.e., the Arabic language] that you may give good tidings thereby to the righteous and warn thereby a hostile people.
