وَنُرِيدُ أَن نَّمُنَّ عَلَى ٱلَّذِينَ ٱسۡتُضۡعِفُواْ فِي ٱلۡأَرۡضِ وَنَجۡعَلَهُمۡ أَئِمَّةٗ وَنَجۡعَلَهُمُ ٱلۡوَٰرِثِينَ ٥
And We wanted to confer favor upon those who were oppressed in the land and make them leaders and make them inheritors

Commentary on 28:5–6
فإن قلت: علام عطف قوله وَنُرِيدُ أَنْ نَمُنَّ وعطفه على نَتْلُوا ويَسْتَضْعِفُ غير سديد؟ قلت: هي جملة معطوفة على قوله إِنَّ فِرْعَوْنَ عَلا فِي الْأَرْضِ لأنها نظيرة «تلك» في وقوعها تفسيرا لنبأ موسى وفرعون، واقتصاصا له. وَنُرِيدُ: حكاية حال ماضية. ويجوز أن يكون حالا من يستضعف، أى يستضعفهم فرعون، ونحن نريد أن نمنّ عليهم. فإن قلت:
كيف يجتمع استضعافهم وإرادة الله المنة عليهم؟ وإذا أراد الله شيئا كان ولم يتوقف إلى وقت آخر، قلت: لما كانت منة الله بخلاصهم من فرعون قريبة الوقوع، جعلت إرادة وقوعها كأنها مقارنة لاستضعافهم أَئِمَّةً مقدّمين في الدين والدنيا، يطأ الناس أعقابهم. وعن ابن عباس رضى الله عنهما: قادة يقتدى بهم في الخير. وعن مجاهد رضى الله عنه: دعاة إلى الخير، وعن قتادة رضى الله عنه: ولاة، كقوله تعالى وَجَعَلَكُمْ مُلُوكاً. الْوارِثِينَ يرثون فرعون وقومه ملكهم وكل ما كان لهم. مكن له: إذا جعل له مكانا يقعد عليه أو يرقد، فوطأه ومهده ونظيره: أرّض له. ومعنى التمكين لهم في الأرض وهي أرض مصر والشام: أن يجعلها بحيث لا تنبو بهم ولا تغث [[قوله «ولا تغث عليهم» أى: ولا تفسد وتردؤ. أفاده الصحاح. (ع)]] عليهم، كما كانت في أيام الجبابرة، وينفذ أمرهم، ويطلق أيديهم ويسلطهم.
وقرئ: ويرى فرعون وهامان وجنودهما، أى: يرون مِنْهُمْ ما حذروه: من ذهاب ملكهم وهلاكهم على يد مولود منهم.

27:89
مَن جَآءَ بِٱلۡحَسَنَةِ فَلَهُۥ خَيۡرٞ مِّنۡهَا وَهُم مِّن فَزَعٖ يَوۡمَئِذٍ ءَامِنُونَ ٨٩
Whoever comes [at Judgement] with a good deed will have better than it, and they, from the terror of that Day, will be safe.
27:90
وَمَن جَآءَ بِٱلسَّيِّئَةِ فَكُبَّتۡ وُجُوهُهُمۡ فِي ٱلنَّارِ هَلۡ تُجۡزَوۡنَ إِلَّا مَا كُنتُمۡ تَعۡمَلُونَ ٩٠
And whoever comes with an evil deed1 - their faces will be overturned into the Fire, [and it will be said], "Are you recompensed except for what you used to do?"

27:91
إِنَّمَآ أُمِرۡتُ أَنۡ أَعۡبُدَ رَبَّ هَٰذِهِ ٱلۡبَلۡدَةِ ٱلَّذِي حَرَّمَهَا وَلَهُۥ كُلُّ شَيۡءٖۖ وَأُمِرۡتُ أَنۡ أَكُونَ مِنَ ٱلۡمُسۡلِمِينَ ٩١
[Say, O Muḥammad], "I have only been commanded to worship the Lord of this city,1 who made it sacred and to whom [belongs] all things. And I am commanded to be of the Muslims [i.e., those who submit to Allāh]

27:92
وَأَنۡ أَتۡلُوَاْ ٱلۡقُرۡءَانَۖ فَمَنِ ٱهۡتَدَىٰ فَإِنَّمَا يَهۡتَدِي لِنَفۡسِهِۦۖ وَمَن ضَلَّ فَقُلۡ إِنَّمَآ أَنَا۠ مِنَ ٱلۡمُنذِرِينَ ٩٢
And to recite the Qur’ān." And whoever is guided is only guided for [the benefit of] himself; and whoever strays - say, "I am only [one] of the warners."
27:93
وَقُلِ ٱلۡحَمۡدُ لِلَّهِ سَيُرِيكُمۡ ءَايَٰتِهِۦ فَتَعۡرِفُونَهَاۚ وَمَا رَبُّكَ بِغَٰفِلٍ عَمَّا تَعۡمَلُونَ ٩٣
And say, "[All] praise is [due] to Allāh. He will show you His signs, and you will recognize them. And your Lord is not unaware of what you do."

28:2
تِلۡكَ ءَايَٰتُ ٱلۡكِتَٰبِ ٱلۡمُبِينِ ٢
These are verses of the clear Book.
28:3
نَتۡلُواْ عَلَيۡكَ مِن نَّبَإِ مُوسَىٰ وَفِرۡعَوۡنَ بِٱلۡحَقِّ لِقَوۡمٖ يُؤۡمِنُونَ ٣
We recite to you from the news of Moses and Pharaoh in truth for a people who believe.
28:4
إِنَّ فِرۡعَوۡنَ عَلَا فِي ٱلۡأَرۡضِ وَجَعَلَ أَهۡلَهَا شِيَعٗا يَسۡتَضۡعِفُ طَآئِفَةٗ مِّنۡهُمۡ يُذَبِّحُ أَبۡنَآءَهُمۡ وَيَسۡتَحۡيِۦ نِسَآءَهُمۡۚ إِنَّهُۥ كَانَ مِنَ ٱلۡمُفۡسِدِينَ ٤
Indeed, Pharaoh exalted himself in the land and made its people into factions, oppressing a sector among them, slaughtering their [newborn] sons and keeping their females alive. Indeed, he was of the corrupters.
28:5
وَنُرِيدُ أَن نَّمُنَّ عَلَى ٱلَّذِينَ ٱسۡتُضۡعِفُواْ فِي ٱلۡأَرۡضِ وَنَجۡعَلَهُمۡ أَئِمَّةٗ وَنَجۡعَلَهُمُ ٱلۡوَٰرِثِينَ ٥
