هَٰذَا بَيَانٞ لِّلنَّاسِ وَهُدٗى وَمَوۡعِظَةٞ لِّلۡمُتَّقِينَ ١٣٨
This [Qur’ān] is a clear statement to [all] the people and a guidance and instruction for those conscious of Allāh.

Commentary on 3:138
قوله تعالى: ﴿هَذَا بَيَانٌ لِلنَّاسِ﴾ أي: هذا القرآن. عن أكثر المفسِّرِين [[ممن قال بذلك: الحسن، وقتادة، والربيع، ومقاتل. انظر: "تفسير مقاتل " 1/ 303، و"تفسير الطبري" 4/ 101، و"زاد المسير" 1/ 465.]].
وقال ابن [[في (أ): (أبي)، وفي (ب)، (ج): (أبو). والصواب ما أثبته.]] إسحاق [[قوله، في: "تفسير الطبري" 4/ 101، و"تفسير الثعلبي" 3/ 121ب، و"زاد المسير" 1/ 465.]]: ﴿هَذَا﴾؛ أي: ما ذَكَرْت؛ يعني قولَه: ﴿قَدْ خَلَتْ مِنْ قَبْلِكُمْ سُنَنٌ﴾ [آل عمران: 137]، أي: هذا [[في (ج): (هذا القرآن). ولفظة (القرآن) -هنا- مقحمة.]] الذي [[(الذي): ساقطة من (ج).]] عَرَّفْتُكم، بيانٌ للناس. قال ابن عباس [[لم أقف على مصدر قوله.]]: يريد: لجميع الخَلْقِ.
﴿وَهُدًى﴾. ذَكَرَهُ بعد ذِكْرِ البَيَان؛ لأن البَيَان: ظُهور المعنى للنَفْسِ [[في (ب): (لليقين).]]، كائنًا ما كان [[انظر: "التوقيف على مهمات التعاريف": 149.]]. والهُدَى: بَيَانٌ لِطَريق الرُّشْد؛ لِيُسْلَكَ دُونَ [[في (ب): (بعد).]] طَرِيق الغَيِّ [[انظر: "تفسير الفخر الرازي" 2/ 22، 9/ 13، و"تفسير الخازن" 1/ 355، و"غرائب القرآن" للنيسابوري 4/ 72.]].
وقوله تعالى: ﴿وَمَوْعِظَةٌ لِلْمُتَّقِينَ﴾ عَمَّ في أَوَّلِ [[في (أ)، (ب): (تأويل). والمثبت من (ج).]] الآية، عند ذِكْرِ البَيَان؛ لِيَدُلَّ [على] [[ما بين المعقوفين زيادة من (ج).]] أنَّ الخِطَابَ في التكليف، شَامِلٌ لِلمُشْرِكِ والمُسْلِم. وخَصَّ بـ (الهدى)؛ لأنه يهدي بالقرآن مَن يشاء مِن عِبَادِهِ بفضله.

3:133
۞ وَسَارِعُوٓاْ إِلَىٰ مَغۡفِرَةٖ مِّن رَّبِّكُمۡ وَجَنَّةٍ عَرۡضُهَا ٱلسَّمَٰوَٰتُ وَٱلۡأَرۡضُ أُعِدَّتۡ لِلۡمُتَّقِينَ ١٣٣
And hasten to forgiveness from your Lord and a garden [i.e., Paradise] as wide as the heavens and earth, prepared for the righteous
3:134
ٱلَّذِينَ يُنفِقُونَ فِي ٱلسَّرَّآءِ وَٱلضَّرَّآءِ وَٱلۡكَٰظِمِينَ ٱلۡغَيۡظَ وَٱلۡعَافِينَ عَنِ ٱلنَّاسِۗ وَٱللَّهُ يُحِبُّ ٱلۡمُحۡسِنِينَ ١٣٤
Who spend [in the cause of Allāh] during ease and hardship and who restrain anger and who pardon the people - and Allāh loves the doers of good;
3:135
وَٱلَّذِينَ إِذَا فَعَلُواْ فَٰحِشَةً أَوۡ ظَلَمُوٓاْ أَنفُسَهُمۡ ذَكَرُواْ ٱللَّهَ فَٱسۡتَغۡفَرُواْ لِذُنُوبِهِمۡ وَمَن يَغۡفِرُ ٱلذُّنُوبَ إِلَّا ٱللَّهُ وَلَمۡ يُصِرُّواْ عَلَىٰ مَا فَعَلُواْ وَهُمۡ يَعۡلَمُونَ ١٣٥
And those who, when they commit an immorality or wrong themselves [by transgression], remember Allāh and seek forgiveness for their sins - and who can forgive sins except Allāh? - and [who] do not persist in what they have done while they know.
3:136
أُوْلَٰٓئِكَ جَزَآؤُهُم مَّغۡفِرَةٞ مِّن رَّبِّهِمۡ وَجَنَّٰتٞ تَجۡرِي مِن تَحۡتِهَا ٱلۡأَنۡهَٰرُ خَٰلِدِينَ فِيهَاۚ وَنِعۡمَ أَجۡرُ ٱلۡعَٰمِلِينَ ١٣٦
Those - their reward is forgiveness from their Lord and gardens beneath which rivers flow [in Paradise], wherein they will abide eternally; and excellent is the reward of the [righteous] workers.
3:137
قَدۡ خَلَتۡ مِن قَبۡلِكُمۡ سُنَنٞ فَسِيرُواْ فِي ٱلۡأَرۡضِ فَٱنظُرُواْ كَيۡفَ كَانَ عَٰقِبَةُ ٱلۡمُكَذِّبِينَ ١٣٧
Similar situations [as yours] have passed on before you, so proceed throughout the earth and observe how was the end of those who denied.
3:138
هَٰذَا بَيَانٞ لِّلنَّاسِ وَهُدٗى وَمَوۡعِظَةٞ لِّلۡمُتَّقِينَ ١٣٨
This [Qur’ān] is a clear statement to [all] the people and a guidance and instruction for those conscious of Allāh.
3:139
وَلَا تَهِنُواْ وَلَا تَحۡزَنُواْ وَأَنتُمُ ٱلۡأَعۡلَوۡنَ إِن كُنتُم مُّؤۡمِنِينَ ١٣٩
So do not weaken and do not grieve, and you will be superior if you are [true] believers.
3:140
إِن يَمۡسَسۡكُمۡ قَرۡحٞ فَقَدۡ مَسَّ ٱلۡقَوۡمَ قَرۡحٞ مِّثۡلُهُۥۚ وَتِلۡكَ ٱلۡأَيَّامُ نُدَاوِلُهَا بَيۡنَ ٱلنَّاسِ وَلِيَعۡلَمَ ٱللَّهُ ٱلَّذِينَ ءَامَنُواْ وَيَتَّخِذَ مِنكُمۡ شُهَدَآءَۗ وَٱللَّهُ لَا يُحِبُّ ٱلظَّٰلِمِينَ ١٤٠
If a wound should touch you - there has already touched the [opposing] people a wound similar to it. And these days [of varying conditions] We alternate among the people so that Allāh may make evident those who believe and [may] take to Himself from among you martyrs - and Allāh does not like the wrongdoers -
