Al-A'raf 7:100

أَوَلَمۡ يَهۡدِ لِلَّذِينَ يَرِثُونَ ٱلۡأَرۡضَ مِنۢ بَعۡدِ أَهۡلِهَآ أَن لَّوۡ نَشَآءُ أَصَبۡنَٰهُم بِذُنُوبِهِمۡۚ وَنَطۡبَعُ عَلَىٰ قُلُوبِهِمۡ فَهُمۡ لَا يَسۡمَعُونَ ١٠٠
Has it not become clear to those who inherited the earth after its [previous] people that if We willed, We could afflict them for their sins? But We seal over their hearts so they do not hear.1

Commentary on 7:100
القول في تأويل قوله : أَوَلَمْ يَهْدِ لِلَّذِينَ يَرِثُونَ الأَرْضَ مِنْ بَعْدِ أَهْلِهَا أَنْ لَوْ نَشَاءُ أَصَبْنَاهُمْ بِذُنُوبِهِمْ وَنَطْبَعُ عَلَى قُلُوبِهِمْ فَهُمْ لا يَسْمَعُونَ (100)
قال أبو جعفر : يقول: أوَلم يَبن للّذين يُسْتخلفون في الأرض بعد هلاك آخرين قبلهم كانُوا أهلها، (4) فساروا سيرتهم ، وعملوا أعمالهم، وعتوا عن أمر ربهم=( أن لو نشاء أصبناهم بذنوبهم ) ، يقول: أن لو نشاء فعلنا بهم كما فعلنا بمن قبلهم، فأخذناهم بذنوبهم ، وعجّلنا لهم بأسَنا كما عجلناه لمن كان قبلهم ممن ورثوا عنه الأرض ، فأهلكناهم بذنوبهم=( ونطبع على قلوبهم ) ، (5) يقول: ونختم على قلوبهم = فهم ( لا يسمعون ) ، موعظةً ولا تذكيرًا ، سماعَ منتفع بهما.

وبنحو الذي قلنا في ذلك قال أهل التأويل.

14887-حدثنا محمد بن عمرو، قال : حدثنا أبو عاصم، قال حدثنا عيسى، عن ابن أبي نجيح، عن مجاهد: ( أولم يهد ) ، قال: يبيَّن.
14888-حدثني المثنى قال، حدثنا أبو حذيفة قال، حدثنا شبل، عن ابن أبي نجيح، عن مجاهد، مثله.
14889-... قال ، حدثنا عبد الله بن صالح قال، حدثني معاوية، عن علي، عن ابن عباس قوله: ( أولم يهد ) ، أولم يُبَيَّنْ.
14890-حدثني محمد بن سعد قال، حدثني أبي قال، حدثني عمي قال، حدثني أبي، عن أبيه، عن ابن عباس قوله: ( أولم يهد للذين يرثون الأرض من بعد أهلها ) ، يقول: أو لم يتبين لهم.
14891-حدثني محمد بن الحسين قال، حدثنا أحمد بن مفضل قال، حدثنا أسباط، عن السدي: (أولم يهد للذين يرثون الأرض من بعد أهلها ) ، يقول: أولم يتبين للذين يرثون الأرض من بعد أهلها= هم المشركون.
14892- حدثني يونس قال، أخبرنا ابن وهب قال، قال ابن زيد في قوله: ( أولم يهد للذين يرثون الأرض من بعد أهلها ) ، أولم نُبَيِّنْ لهم=( أن لو نشاء أصبناهم بذنوبهم ) ، قال: و " الهدى " ، البيان الذي بُعث هاديًا لهم ، مبيِّنًا لهم حتى يعرفوا. لولا البيان لم يعرفُوا.

7:96
وَلَوۡ أَنَّ أَهۡلَ ٱلۡقُرَىٰٓ ءَامَنُواْ وَٱتَّقَوۡاْ لَفَتَحۡنَا عَلَيۡهِم بَرَكَٰتٖ مِّنَ ٱلسَّمَآءِ وَٱلۡأَرۡضِ وَلَٰكِن كَذَّبُواْ فَأَخَذۡنَٰهُم بِمَا كَانُواْ يَكۡسِبُونَ ٩٦
And if only the people of the cities had believed and feared Allāh, We would have opened [i.e., bestowed] upon them blessings from the heaven and the earth; but they denied [the messengers], so We seized them for what they were earning.1

7:97
أَفَأَمِنَ أَهۡلُ ٱلۡقُرَىٰٓ أَن يَأۡتِيَهُم بَأۡسُنَا بَيَٰتٗا وَهُمۡ نَآئِمُونَ ٩٧
Then, did the people of the cities feel secure from Our punishment coming to them at night while they were asleep?
7:98
أَوَأَمِنَ أَهۡلُ ٱلۡقُرَىٰٓ أَن يَأۡتِيَهُم بَأۡسُنَا ضُحٗى وَهُمۡ يَلۡعَبُونَ ٩٨
Or did the people of the cities feel secure from Our punishment coming to them in the morning while they were at play?1

7:99
أَفَأَمِنُواْ مَكۡرَ ٱللَّهِۚ فَلَا يَأۡمَنُ مَكۡرَ ٱللَّهِ إِلَّا ٱلۡقَوۡمُ ٱلۡخَٰسِرُونَ ٩٩
Then, did they feel secure from the plan of Allāh? But no one feels secure from the plan of Allāh except the losing people.
7:100
أَوَلَمۡ يَهۡدِ لِلَّذِينَ يَرِثُونَ ٱلۡأَرۡضَ مِنۢ بَعۡدِ أَهۡلِهَآ أَن لَّوۡ نَشَآءُ أَصَبۡنَٰهُم بِذُنُوبِهِمۡۚ وَنَطۡبَعُ عَلَىٰ قُلُوبِهِمۡ فَهُمۡ لَا يَسۡمَعُونَ ١٠٠

7:101
تِلۡكَ ٱلۡقُرَىٰ نَقُصُّ عَلَيۡكَ مِنۡ أَنۢبَآئِهَاۚ وَلَقَدۡ جَآءَتۡهُمۡ رُسُلُهُم بِٱلۡبَيِّنَٰتِ فَمَا كَانُواْ لِيُؤۡمِنُواْ بِمَا كَذَّبُواْ مِن قَبۡلُۚ كَذَٰلِكَ يَطۡبَعُ ٱللَّهُ عَلَىٰ قُلُوبِ ٱلۡكَٰفِرِينَ ١٠١
Those cities - We relate to you, [O Muḥammad], some of their news. And certainly did their messengers come to them with clear proofs, but they were not to believe in that which they had denied before.1 Thus does Allāh seal over the hearts of the disbelievers.

7:102
وَمَا وَجَدۡنَا لِأَكۡثَرِهِم مِّنۡ عَهۡدٖۖ وَإِن وَجَدۡنَآ أَكۡثَرَهُمۡ لَفَٰسِقِينَ ١٠٢
And We did not find for most of them any covenant;1 but indeed, We found most of them defiantly disobedient.

7:103
ثُمَّ بَعَثۡنَا مِنۢ بَعۡدِهِم مُّوسَىٰ بِـَٔايَٰتِنَآ إِلَىٰ فِرۡعَوۡنَ وَمَلَإِيْهِۦ فَظَلَمُواْ بِهَاۖ فَٱنظُرۡ كَيۡفَ كَانَ عَٰقِبَةُ ٱلۡمُفۡسِدِينَ ١٠٣
Then We sent after them Moses with Our signs to Pharaoh and his establishment, but they were unjust toward them.1 So see how was the end of the corrupters.

7:104
وَقَالَ مُوسَىٰ يَٰفِرۡعَوۡنُ إِنِّي رَسُولٞ مِّن رَّبِّ ٱلۡعَٰلَمِينَ ١٠٤
And Moses said, "O Pharaoh, I am a messenger from the Lord of the worlds
