أَفَأَمِنُواْ مَكۡرَ ٱللَّهِۚ فَلَا يَأۡمَنُ مَكۡرَ ٱللَّهِ إِلَّا ٱلۡقَوۡمُ ٱلۡخَٰسِرُونَ ٩٩
Then, did they feel secure from the plan of Allāh? But no one feels secure from the plan of Allāh except the losing people.

Commentary on 7:99
﴿أَفَأَمِنُوا۟ مَكۡرَ ٱللَّهِۚ فَلَا یَأۡمَنُ مَكۡرَ ٱللَّهِ إِلَّا ٱلۡقَوۡمُ ٱلۡخَـٰسِرُونَ ٩٩﴾ - تفسير
٢٨٣٣٦- قال عطية بن سعد العوفي: يعني: أخْذَه وعذابَه[[تفسير الثعلبي ٤/٢٦٥.]]. (ز)
٢٨٣٣٧- قال قتادة بن دعامة: ﴿مكر الله﴾: استدراجه بطُول الصِّحَّة، وتَظاهر النِّعَم[[تفسير الثعلبي ٤/٢٦٥.]]. (ز)
٢٨٣٣٨- قال مقاتل بن سليمان: ﴿أفأمنوا مكر الله فلا يأمن مكر الله﴾ يعني: عذاب الله ﴿إلا القوم الخاسرون﴾[[تفسير مقاتل بن سليمان ٢/٥١.]]. (ز)
﴿أَفَأَمِنُوا۟ مَكۡرَ ٱللَّهِۚ فَلَا یَأۡمَنُ مَكۡرَ ٱللَّهِ إِلَّا ٱلۡقَوۡمُ ٱلۡخَـٰسِرُونَ ٩٩﴾ - آثار متعلقة بالآية
٢٨٣٣٩- عن محمد بن كعب القرظي -من طريق عبد الرحمن بن أبي الموالِ- أنّه قال: الكبائر ثلاث: أن تأمن من مكر الله، وأن تَيْأَس مِن رَوْح الله -جلَّ وعزَّ-، وأن تقنط من رحمة الله. ثم قرأ، فقال: قال الله -جلَّ وعزَّ لقوم: ﴿أفأمنوا مكر الله فلا يامن مكر الله الا القوم الخاسرون﴾. وقال يعقوب لبنيه: ﴿لا يايئس من روح الله الا القوم الكافرون﴾ [يوسف:٨٧]. وقال إبراهيم: ﴿ومن يقنط من رحمة ربه إلا الضالون﴾ [الحجر:٥٦]. قال: بِمَ؟ قال: الخسران، والكفر، والضلال[[أخرجه أبو إسحاق المالكي في أحكام القرآن ص٩٤.]]. ٢٨٣٤٠- عن زيد بن أسلم -من طريق عبد الرحمن-: أنّ الله -تبارك وتعالى- قال للملائكة: ما هذا الخوفُ الذي قد بلَغكم، وقد أنزلتُكم المنزلة التي لم أُنزِلْها غيرَكم؟ قالوا: ربَّنا، لا نأمَنُ مَكْرَك، لا يأمَنُ مَكْرَك إلا القومُ الخاسرون[[أخرجه ابن أبي حاتم ٥/١٥٢٩.]]. (٦/٤٨٦)
٢٨٣٤١- عن هشام بن عروة، قال: كتَب رجلٌ إلى صاحبٍ له: إذا أصَبْتَ مِن الله شيئًا يَسُرُّك فلا تأمَن أن يكون فيه مِن الله مكرٌ؛ فإنّه لا يأمَنُ مكرَ الله إلا القومُ الخاسرون[[أخرجه ابن أبي حاتم ٥/١٥٢٩.]]. (٦/٤٨٦)
٢٨٣٤٢- عن إسماعيل بن رافع -من طريق أيُّوب بن سويد- قال: مِن الأمن لمكر الله: إقامةُ العبد على الذنب يَتَمنّى على الله المغفرة[[أخرجه ابن أبي حاتم ٥/١٥٢٩.]]. (٦/٤٨٧)

7:96
وَلَوۡ أَنَّ أَهۡلَ ٱلۡقُرَىٰٓ ءَامَنُواْ وَٱتَّقَوۡاْ لَفَتَحۡنَا عَلَيۡهِم بَرَكَٰتٖ مِّنَ ٱلسَّمَآءِ وَٱلۡأَرۡضِ وَلَٰكِن كَذَّبُواْ فَأَخَذۡنَٰهُم بِمَا كَانُواْ يَكۡسِبُونَ ٩٦
And if only the people of the cities had believed and feared Allāh, We would have opened [i.e., bestowed] upon them blessings from the heaven and the earth; but they denied [the messengers], so We seized them for what they were earning.1

7:97
أَفَأَمِنَ أَهۡلُ ٱلۡقُرَىٰٓ أَن يَأۡتِيَهُم بَأۡسُنَا بَيَٰتٗا وَهُمۡ نَآئِمُونَ ٩٧
Then, did the people of the cities feel secure from Our punishment coming to them at night while they were asleep?
7:98
أَوَأَمِنَ أَهۡلُ ٱلۡقُرَىٰٓ أَن يَأۡتِيَهُم بَأۡسُنَا ضُحٗى وَهُمۡ يَلۡعَبُونَ ٩٨
Or did the people of the cities feel secure from Our punishment coming to them in the morning while they were at play?1

7:99
أَفَأَمِنُواْ مَكۡرَ ٱللَّهِۚ فَلَا يَأۡمَنُ مَكۡرَ ٱللَّهِ إِلَّا ٱلۡقَوۡمُ ٱلۡخَٰسِرُونَ ٩٩
Then, did they feel secure from the plan of Allāh? But no one feels secure from the plan of Allāh except the losing people.
7:100
أَوَلَمۡ يَهۡدِ لِلَّذِينَ يَرِثُونَ ٱلۡأَرۡضَ مِنۢ بَعۡدِ أَهۡلِهَآ أَن لَّوۡ نَشَآءُ أَصَبۡنَٰهُم بِذُنُوبِهِمۡۚ وَنَطۡبَعُ عَلَىٰ قُلُوبِهِمۡ فَهُمۡ لَا يَسۡمَعُونَ ١٠٠
Has it not become clear to those who inherited the earth after its [previous] people that if We willed, We could afflict them for their sins? But We seal over their hearts so they do not hear.1

7:101
تِلۡكَ ٱلۡقُرَىٰ نَقُصُّ عَلَيۡكَ مِنۡ أَنۢبَآئِهَاۚ وَلَقَدۡ جَآءَتۡهُمۡ رُسُلُهُم بِٱلۡبَيِّنَٰتِ فَمَا كَانُواْ لِيُؤۡمِنُواْ بِمَا كَذَّبُواْ مِن قَبۡلُۚ كَذَٰلِكَ يَطۡبَعُ ٱللَّهُ عَلَىٰ قُلُوبِ ٱلۡكَٰفِرِينَ ١٠١
Those cities - We relate to you, [O Muḥammad], some of their news. And certainly did their messengers come to them with clear proofs, but they were not to believe in that which they had denied before.1 Thus does Allāh seal over the hearts of the disbelievers.

7:102
وَمَا وَجَدۡنَا لِأَكۡثَرِهِم مِّنۡ عَهۡدٖۖ وَإِن وَجَدۡنَآ أَكۡثَرَهُمۡ لَفَٰسِقِينَ ١٠٢
And We did not find for most of them any covenant;1 but indeed, We found most of them defiantly disobedient.

7:103
ثُمَّ بَعَثۡنَا مِنۢ بَعۡدِهِم مُّوسَىٰ بِـَٔايَٰتِنَآ إِلَىٰ فِرۡعَوۡنَ وَمَلَإِيْهِۦ فَظَلَمُواْ بِهَاۖ فَٱنظُرۡ كَيۡفَ كَانَ عَٰقِبَةُ ٱلۡمُفۡسِدِينَ ١٠٣
Then We sent after them Moses with Our signs to Pharaoh and his establishment, but they were unjust toward them.1 So see how was the end of the corrupters.

7:104
وَقَالَ مُوسَىٰ يَٰفِرۡعَوۡنُ إِنِّي رَسُولٞ مِّن رَّبِّ ٱلۡعَٰلَمِينَ ١٠٤
And Moses said, "O Pharaoh, I am a messenger from the Lord of the worlds
