تَنَزَّلُ ٱلۡمَلَٰٓئِكَةُ وَٱلرُّوحُ فِيهَا بِإِذۡنِ رَبِّهِم مِّن كُلِّ أَمۡرٖ ٤
The angels and the Spirit [i.e., Gabriel] descend therein by permission of their Lord for every matter.1

Commentary on 97:4
Descent of the Angels and the Spirit with Divine Decrees
Verse [ 4] نَزَّلُ الْمَلَائِكَةُ وَالرُّوحُ (The angels and the Spirit descend in it, with the leave of their Lord, along with every command.) 'Spirit' here refers to Jibra'il (علیہ السلام) .
Sayyidna Anas ؓ narrates that the Messenger of Allah ﷺ said: "When the Night of Qadr occurs, Jibra'il (علیہ السلام) descends on the earth with a huge throng of angels and all of them pray for every servant of Allah, man or woman, busy in salah or dhikr, to be blessed by Allah." [ Mazhari ]. In the phrase مِّن كُلِّ أَمْرٍ (along with every command), the preposition min is used in the sense of 'with' as in [ 13:11] يَحْفَظُونَهُ مِنْ أَمْرِ اللَّهِ. The verse under comment means the angels bring down, during the Night of Qadr, the decree for everything destined to occur in the coming year. Some of the commentators, like Mujahid and others, say that the phrase مِّن كُلِّ أَمْرٍmin kulli amrin is syntactically related to salam, and the word Amr means 'everything'. Thus they interpret the statement to mean: 'The night is a security from every evil, harm and calamity.' [ Ibn Kathir ].

بِسۡمِ ٱللَّهِ ٱلرَّحۡمَٰنِ ٱلرَّحِيمِ
97:1
إِنَّآ أَنزَلۡنَٰهُ فِي لَيۡلَةِ ٱلۡقَدۡرِ ١
Indeed, We sent it [i.e., the Qur’ān] down during the Night of Decree.
97:2
وَمَآ أَدۡرَىٰكَ مَا لَيۡلَةُ ٱلۡقَدۡرِ ٢
And what can make you know what is the Night of Decree?
97:3
لَيۡلَةُ ٱلۡقَدۡرِ خَيۡرٞ مِّنۡ أَلۡفِ شَهۡرٖ ٣
The Night of Decree is better than a thousand months.
97:4
تَنَزَّلُ ٱلۡمَلَٰٓئِكَةُ وَٱلرُّوحُ فِيهَا بِإِذۡنِ رَبِّهِم مِّن كُلِّ أَمۡرٖ ٤

Peace it is1 until the emergence of dawn.

Al-Bayyinah

بِسۡمِ ٱللَّهِ ٱلرَّحۡمَٰنِ ٱلرَّحِيمِ
98:1
لَمۡ يَكُنِ ٱلَّذِينَ كَفَرُواْ مِنۡ أَهۡلِ ٱلۡكِتَٰبِ وَٱلۡمُشۡرِكِينَ مُنفَكِّينَ حَتَّىٰ تَأۡتِيَهُمُ ٱلۡبَيِّنَةُ ١
Those who disbelieved among the People of the Scripture and the polytheists were not to be parted [from misbelief]1 until there came to them clear evidence –

98:2
رَسُولٞ مِّنَ ٱللَّهِ يَتۡلُواْ صُحُفٗا مُّطَهَّرَةٗ ٢
A Messenger from Allāh, reciting purified1 scriptures

98:3
فِيهَا كُتُبٞ قَيِّمَةٞ ٣
Within which are correct writings [i.e., rulings and laws].
98:4
وَمَا تَفَرَّقَ ٱلَّذِينَ أُوتُواْ ٱلۡكِتَٰبَ إِلَّا مِنۢ بَعۡدِ مَا جَآءَتۡهُمُ ٱلۡبَيِّنَةُ ٤
Nor did those who were given the Scripture become divided1 until after there had come to them clear evidence.

98:5
وَمَآ أُمِرُوٓاْ إِلَّا لِيَعۡبُدُواْ ٱللَّهَ مُخۡلِصِينَ لَهُ ٱلدِّينَ حُنَفَآءَ وَيُقِيمُواْ ٱلصَّلَوٰةَ وَيُؤۡتُواْ ٱلزَّكَوٰةَۚ وَذَٰلِكَ دِينُ ٱلۡقَيِّمَةِ ٥
And they were not commanded except to worship Allāh, [being] sincere to Him in religion, inclining to truth, and to establish prayer and to give zakāh. And that is the correct religion.
98:6
إِنَّ ٱلَّذِينَ كَفَرُواْ مِنۡ أَهۡلِ ٱلۡكِتَٰبِ وَٱلۡمُشۡرِكِينَ فِي نَارِ جَهَنَّمَ خَٰلِدِينَ فِيهَآۚ أُوْلَٰٓئِكَ هُمۡ شَرُّ ٱلۡبَرِيَّةِ ٦
Indeed, they who disbelieved among the People of the Scripture and the polytheists will be in the fire of Hell, abiding eternally therein. Those are the worst of creatures.
98:7
إِنَّ ٱلَّذِينَ ءَامَنُواْ وَعَمِلُواْ ٱلصَّٰلِحَٰتِ أُوْلَٰٓئِكَ هُمۡ خَيۡرُ ٱلۡبَرِيَّةِ ٧
Indeed, they who have believed and done righteous deeds - those are the best of creatures.
