وَمَا كَانَ رَبُّكَ لِيُهۡلِكَ ٱلۡقُرَىٰ بِظُلۡمٖ وَأَهۡلُهَا مُصۡلِحُونَ ١١٧
And your Lord would not have destroyed the cities unjustly while their people were reformers.

There must be a Group of People Who forbid Lewdness
Allah, the Exalted, says that there should have been a group of wise people present among the past generations who called to good and forbade the evil and corruption that took place among them in the land. His statement,
إِلاَّ قَلِيلاً
(except a few) This means that there were only a small number of people present among them who were of this caliber. They were those whom Allah saved at the sudden striking of His vengeance, when His anger was let loose. For this reason, Allah commanded this noble Ummah (followers of Muhammad) to always have among them those who command the good and forbid the evil. This is as Allah says,
وَلْتَكُن مِّنْكُمْ أُمَّةٌ يَدْعُونَ إِلَى الْخَيْرِ وَيَأْمُرُونَ بِالْمَعْرُوفِ وَيَنْهَوْنَ عَنِ الْمُنْكَرِ وَأُوْلَئِكَ هُمُ الْمُفْلِحُونَ
(Let there arise out of you a group of people inviting to all that is good, enjoining righteousness and forbidding evil. And it is they who are the successful.) 3:104 It is related in a Hadith that the Prophet said,
«إِنَّ النَّاسَ إِذَا رَأَوُا الْمُنْكَرَ فَلَمْ يُغَيِّرُوهُ أَوْشَكَ أَنْ يَعُمَّهُمُ اللَّهُ بِعِقَاب»
(Verily, whenever a group of people see an evil, and they do not change it, it is likely that Allah will cover them with (His) punishment.) Thus, Allah says,
فَلَوْلاَ كَانَ مِنَ الْقُرُونِ مِن قَبْلِكُمْ أُوْلُواْ بَقِيَّةٍ يَنْهَوْنَ عَنِ الْفَسَادِ فِى الاٌّرْضِ إِلاَّ قَلِيلاً مِّمَّنْ أَنجَيْنَا مِنْهُمْ
(If only there had been among the generations before you persons having wisdom, there must be a Group of People Who forbid Lewdness. Allah, the Exalted, says that there should have been a group of wise people present among the past generations who called to good and forbade the evil and corruption that took place among them in the land. فَلَوْلاَ كَانَ مِنَ الْقُرُونِ مِن قَبْلِكُمْ أُوْلُواْ بَقِيَّةٍ يَنْهَوْنَ عَنِ الْفَسَادِ فِى الاٌّرْضِ إِلاَّ قَلِيلاً مِّمَّنْ أَنجَيْنَا مِنْهُمْ
(If only there had been among the generations before you persons having wisdom, prohibiting (others) from the Fasad in the earth, except a few of those whom We saved from among them!) Concerning the statement,
وَاتَّبَعَ الَّذِينَ ظَلَمُواْ مَآ أُتْرِفُواْ فِيهِ
(Those who did wrong pursued the enjoyment of good things of (this worldly) life) This means that they continued in their ways of disobedience and evil, and they did not heed the protesting of those righteous people until the torment suddenly seized them.
وَكَانُواْ مُجْرِمِينَ
(and were criminals.) Then, Allah informs that he does not destroy any town except that it has wronged itself. No correctional punishment or torment comes to any town, except that its people were wrongdoers. This is as Allah says,
وَمَا ظَلَمْنَهُمْ وَلَكِن ظَلَمُواْ أَنفُسَهُمْ
(We wronged them not, but they wronged themselves.) 11:101 Allah also says,
وَمَا رَبُّكَ بِظَلَّمٍ لِّلْعَبِيدِ
(And your Lord is not at all unjust to (His) servants.) 41:46
وَلَوْ شَآءَ رَبُّكَ لَجَعَلَ النَّاسَ أُمَّةً وَاحِدَةً وَلاَ يَزَالُونَ مُخْتَلِفِينَ

11:109
فَلَا تَكُ فِي مِرۡيَةٖ مِّمَّا يَعۡبُدُ هَٰٓؤُلَآءِۚ مَا يَعۡبُدُونَ إِلَّا كَمَا يَعۡبُدُ ءَابَآؤُهُم مِّن قَبۡلُۚ وَإِنَّا لَمُوَفُّوهُمۡ نَصِيبَهُمۡ غَيۡرَ مَنقُوصٖ ١٠٩
Не сомневайся в том, чему они поклоняются. Они поклоняются тем, кому прежде поклонялись их отцы. Воистину, Мы воздадим им сполна, без убавления.
11:110
وَلَقَدۡ ءَاتَيۡنَا مُوسَى ٱلۡكِتَٰبَ فَٱخۡتُلِفَ فِيهِۚ وَلَوۡلَا كَلِمَةٞ سَبَقَتۡ مِن رَّبِّكَ لَقُضِيَ بَيۡنَهُمۡۚ وَإِنَّهُمۡ لَفِي شَكّٖ مِّنۡهُ مُرِيبٖ ١١٠
Мы даровали Мусе (Моисею) Писание, но по его поводу возникли разногласия. И если бы не было прежде Слова от твоего Господа, то спор их был бы решен. Воистину, они испытывают смутные сомнения относительно него (Корана).
11:111
وَإِنَّ كُلّٗا لَّمَّا لَيُوَفِّيَنَّهُمۡ رَبُّكَ أَعۡمَٰلَهُمۡۚ إِنَّهُۥ بِمَا يَعۡمَلُونَ خَبِيرٞ ١١١
Воистину, твой Господь воздаст сполна каждому из них за его деяния, ведь Он знает о том, что они совершают.
11:112
فَٱسۡتَقِمۡ كَمَآ أُمِرۡتَ وَمَن تَابَ مَعَكَ وَلَا تَطۡغَوۡاْۚ إِنَّهُۥ بِمَا تَعۡمَلُونَ بَصِيرٞ ١١٢
Будь же тверд на прямом пути, как тебе велено, вместе с теми, кто покаялся наряду с тобой. И не преступайте границ дозволенного, ибо Он видит то, что вы совершаете.
11:113
وَلَا تَرۡكَنُوٓاْ إِلَى ٱلَّذِينَ ظَلَمُواْ فَتَمَسَّكُمُ ٱلنَّارُ وَمَا لَكُم مِّن دُونِ ٱللَّهِ مِنۡ أَوۡلِيَآءَ ثُمَّ لَا تُنصَرُونَ ١١٣
Не склоняйтесь на сторону беззаконников, дабы вас не коснулся Огонь. Нет у вас покровителей и помощников, кроме Аллаха, и тогда никто вам не окажет поддержки.
11:114
وَأَقِمِ ٱلصَّلَوٰةَ طَرَفَيِ ٱلنَّهَارِ وَزُلَفٗا مِّنَ ٱلَّيۡلِۚ إِنَّ ٱلۡحَسَنَٰتِ يُذۡهِبۡنَ ٱلسَّيِّـَٔاتِۚ ذَٰلِكَ ذِكۡرَىٰ لِلذَّٰكِرِينَ ١١٤
Совершай намаз в начале и конце дня и в некоторые часы ночи. Воистину, добрые деяния удаляют злодеяния. Это - Напоминание для поминающих.
11:115
وَٱصۡبِرۡ فَإِنَّ ٱللَّهَ لَا يُضِيعُ أَجۡرَ ٱلۡمُحۡسِنِينَ ١١٥
Терпи, ибо Аллах не теряет вознаграждения творящих добро.
11:116
فَلَوۡلَا كَانَ مِنَ ٱلۡقُرُونِ مِن قَبۡلِكُمۡ أُوْلُواْ بَقِيَّةٖ يَنۡهَوۡنَ عَنِ ٱلۡفَسَادِ فِي ٱلۡأَرۡضِ إِلَّا قَلِيلٗا مِّمَّنۡ أَنجَيۡنَا مِنۡهُمۡۗ وَٱتَّبَعَ ٱلَّذِينَ ظَلَمُواْ مَآ أُتۡرِفُواْ فِيهِ وَكَانُواْ مُجۡرِمِينَ ١١٦
Если бы только среди поколений, живших до вас, были мудрые люди, которые выступали бы против нечестия на земле. Такими были лишь немногие из числа тех, кого Мы спасли. А беззаконники последовали за тем, что было даровано им, и стали грешниками.
11:117
وَمَا كَانَ رَبُّكَ لِيُهۡلِكَ ٱلۡقُرَىٰ بِظُلۡمٖ وَأَهۡلُهَا مُصۡلِحُونَ ١١٧
Твой Господь не станет губить города по несправедливости, если они праведны.
