وَإِن مِّن شَيۡءٍ إِلَّا عِندَنَا خَزَآئِنُهُۥ وَمَا نُنَزِّلُهُۥٓ إِلَّا بِقَدَرٖ مَّعۡلُومٖ ٢١
And there is not a thing but that with Us are its depositories, and We do not send it down except according to a known [i.e., specified] measure.

Commentary
Divine Wisdom: Balanced Provision for Human Needs
One sense of the expression: مِن كُلِّ شَيْءٍ مَّوْزُونٍ (everything in balance - 19) is what has been taken in the present translation of the text, that is, it was in His infinite wisdom that He caused everything that grows to grow in a determined measure, not less than that which would have made life difficult, and not too much which would have also brought difficulties of a different nature. If grains like wheat and rice and the best of fruits around were to grow in such excess that stockpiles of them remain behind even after their liberal consumption by human beings and animals, then, it is obvious that they would go bad, or their possible storage (in ideal natural state) will be difficult under varying conditions, and if they had to be dumped, then, not much space will be left for such mega dumpings.
This tells us that it was also within the power of Allah Ta’ ala that He would have caused grains and fruits on which human life depends to grow in such abundance that everyone would have them free everywhere so much so that, despite their care-free use, stores upon stores of them would have kept lying around. But, this situation could have turned into a punishment for human beings, therefore, these were provided in a particular measure and balance so that their worth and value remains actively recognized, and that they are not left over only to go to waste either.
And this expression: مِن كُلِّ شَيْءٍ مَّوْزُونٍ (everything in balance) could also be taken in the sense that Allah Ta’ ala has created everything that grows in a suitable and proportionate manner which gives it beauty and attraction. Trees are different, so are their trunks, branches, leaves, flowers and fruits. Different are their sizes, shapes, colours and tastes. at one readily sees is their happy balance and delightful looks. Everyone enjoys having them around. But, a full comprehension of the wisdom which has gone into their making is not possible for any human being.

15:16
وَلَقَدۡ جَعَلۡنَا فِي ٱلسَّمَآءِ بُرُوجٗا وَزَيَّنَّٰهَا لِلنَّٰظِرِينَ ١٦
Воистину, Мы воздвигли на небе созвездия и украсили его для тех, кто смотрит.
15:17
وَحَفِظۡنَٰهَا مِن كُلِّ شَيۡطَٰنٖ رَّجِيمٍ ١٧
Мы предохранили его от всякого дьявола изгнанного, побиваемого.
15:18
إِلَّا مَنِ ٱسۡتَرَقَ ٱلسَّمۡعَ فَأَتۡبَعَهُۥ شِهَابٞ مُّبِينٞ ١٨
А если он станет подслушивать украдкой, то за ним последует яркий светоч.
15:19
وَٱلۡأَرۡضَ مَدَدۡنَٰهَا وَأَلۡقَيۡنَا فِيهَا رَوَٰسِيَ وَأَنۢبَتۡنَا فِيهَا مِن كُلِّ شَيۡءٖ مَّوۡزُونٖ ١٩
Мы простерли землю, поместили на ней незыблемые горы и взрастили на ней в меру всякие вещи.
15:20
وَجَعَلۡنَا لَكُمۡ فِيهَا مَعَٰيِشَ وَمَن لَّسۡتُمۡ لَهُۥ بِرَٰزِقِينَ ٢٠
Мы предоставили на земле пропитание вам и тем, кого вы не кормите.
15:21
وَإِن مِّن شَيۡءٍ إِلَّا عِندَنَا خَزَآئِنُهُۥ وَمَا نُنَزِّلُهُۥٓ إِلَّا بِقَدَرٖ مَّعۡلُومٖ ٢١
Нет таких вещей, хранилищ которых не было бы у Нас, и ниспосылаем Мы их только в известной мере.
15:22
وَأَرۡسَلۡنَا ٱلرِّيَٰحَ لَوَٰقِحَ فَأَنزَلۡنَا مِنَ ٱلسَّمَآءِ مَآءٗ فَأَسۡقَيۡنَٰكُمُوهُ وَمَآ أَنتُمۡ لَهُۥ بِخَٰزِنِينَ ٢٢
Мы послали ветры, оплодотворяющие облака водой, а потом низвели с неба воду и напоили вас ею, но не вам ее сберегать.
15:23
وَإِنَّا لَنَحۡنُ نُحۡيِۦ وَنُمِيتُ وَنَحۡنُ ٱلۡوَٰرِثُونَ ٢٣
Воистину, Мы даруем жизнь и умерщвляем, и Мы наследуем.
15:24
وَلَقَدۡ عَلِمۡنَا ٱلۡمُسۡتَقۡدِمِينَ مِنكُمۡ وَلَقَدۡ عَلِمۡنَا ٱلۡمُسۡتَـٔۡخِرِينَ ٢٤
Воистину, Мы знаем тех, кто жил прежде, и тех, кому суждено жить после них.
15:25
وَإِنَّ رَبَّكَ هُوَ يَحۡشُرُهُمۡۚ إِنَّهُۥ حَكِيمٌ عَلِيمٞ ٢٥
Воистину, твой Господь соберет их всех, ведь Он - Мудрый, Знающий.
15:26
وَلَقَدۡ خَلَقۡنَا ٱلۡإِنسَٰنَ مِن صَلۡصَٰلٖ مِّنۡ حَمَإٖ مَّسۡنُونٖ ٢٦
Мы сотворили человека из сухой звонкой глины, полученной из видоизмененной грязи.
15:27
وَٱلۡجَآنَّ خَلَقۡنَٰهُ مِن قَبۡلُ مِن نَّارِ ٱلسَّمُومِ ٢٧
А еще раньше Мы сотворили джиннов из палящего пламени.
15:28
وَإِذۡ قَالَ رَبُّكَ لِلۡمَلَٰٓئِكَةِ إِنِّي خَٰلِقُۢ بَشَرٗا مِّن صَلۡصَٰلٖ مِّنۡ حَمَإٖ مَّسۡنُونٖ ٢٨
Вот твой Господь сказал ангелам: «Воистину, я сотворю человека из сухой звонкой глины, полученной из видоизмененной грязи.
15:29
فَإِذَا سَوَّيۡتُهُۥ وَنَفَخۡتُ فِيهِ مِن رُّوحِي فَقَعُواْ لَهُۥ سَٰجِدِينَ ٢٩
Когда же Я придам ему соразмерный облик и вдохну в него от Моего духа, то падите перед ним ниц».
15:30
فَسَجَدَ ٱلۡمَلَٰٓئِكَةُ كُلُّهُمۡ أَجۡمَعُونَ ٣٠
Все ангелы до единого пали ниц,
15:31
إِلَّآ إِبۡلِيسَ أَبَىٰٓ أَن يَكُونَ مَعَ ٱلسَّٰجِدِينَ ٣١
за исключением Иблиса, который отказался быть в числе павших ниц.
