Commentary on 7:101–102
God has blessed man with the powers of observation, hearing and thinking, so that he may learn lessons and, with their help, may understand the signs of God. But when a man does not utilize these powers for the purpose for which they were intended, then it inevitably happens that the sensitivity of his heart starts waning until his feelings become blunted; the seal of insensitivity is thus fixed on his heart and mind. Now, his position becomes that of one who does not see in spite of having eyes, does not hear in spite of having ears and does not understand in spite of having a mind; and in spite of being a human being, he loses his humanity. The human race began with the followers of Adam. Thereafter, when they fell into wrong ways, the prophets of God came to admonish them. Now those who reformed themselves on the advent of the prophets were saved and those who refused to be reformed were destroyed. Again the following generations forgot the vows of submission to God made to their prophets, and they suffered the same consequences as those of the later generations of Adam’s followers. Such a state of affairs has occurred again and again, so much so that the history of the greater part of the human race has become that of disobedience and the breaking of pledges.

7:96
And if only the people of the cities had believed and feared Allāh, We would have opened [i.e., bestowed] upon them blessings from the heaven and the earth; but they denied [the messengers], so We seized them for what they were earning.1
1 translator’s note
- Of blame for their sin. ↩
7:97
Then, did the people of the cities feel secure from Our punishment coming to them at night while they were asleep?
7:98
Or did the people of the cities feel secure from Our punishment coming to them in the morning while they were at play?1
1 translator’s note
- i.e., occupied with such activities that have no benefit. ↩
7:99
Then, did they feel secure from the plan of Allāh? But no one feels secure from the plan of Allāh except the losing people.
7:100
Has it not become clear to those who inherited the earth after its [previous] people that if We willed, We could afflict them for their sins? But We seal over their hearts so they do not hear.1
1 translator’s note
- They do not benefit from what they hear. ↩
7:101
Those cities - We relate to you, [O Muḥammad], some of their news. And certainly did their messengers come to them with clear proofs, but they were not to believe in that which they had denied before.1 Thus does Allāh seal over the hearts of the disbelievers.
1 translator’s note
- i.e., they persistently denied every warning given them. ↩
7:102

7:103
