وَمَا وَجَدۡنَا لِأَكۡثَرِهِم مِّنۡ عَهۡدٖۖ وَإِن وَجَدۡنَآ أَكۡثَرَهُمۡ لَفَٰسِقِينَ ١٠٢
And We did not find for most of them any covenant;1 but indeed, We found most of them defiantly disobedient.

Commentary on 7:102
( وما وجدنا لأكثرهم ) أي : لأكثر الأمم الماضية ( من عهد وإن وجدنا أكثرهم لفاسقين ) أي : ولقد وجدنا أكثرهم فاسقين خارجين عن الطاعة والامتثال . والعهد الذي أخذه عليهم هو ما جبلهم عليه وفطرهم عليه ، وأخذ عليهم في الأصلاب أنه ربهم ومليكهم ، وأنه لا إله إلا هو ، فأقروا بذلك ، وشهدوا على أنفسهم به ، فخالفوه وتركوه وراء ظهورهم ، وعبدوا مع الله غيره بلا دليل ولا حجة ، لا من عقل ولا شرع ، وفي الفطر السليمة خلاف ذلك ، وجاءت الرسل الكرام من أولهم إلى آخرهم بالنهي عن ذلك ، كما جاء في صحيح مسلم يقول الله تعالى : " إني خلقت عبادي حنفاء ، فجاءتهم الشياطين فاجتالتهم عن دينهم ، وحرمت عليهم ما أحللت لهم " . وفي الصحيحين : " كل مولود يولد على الفطرة ، فأبواه يهودانه وينصرانه ويمجسانه " الحديث . وقال تعالى في كتابه العزيز : ( وما أرسلنا من قبلك من رسول إلا نوحي إليه أنه لا إله إلا أنا فاعبدون ) [ الأنبياء : 25 ] وقال تعالى : ( واسأل من أرسلنا من قبلك من رسلنا أجعلنا من دون الرحمن آلهة يعبدون ) [ الزخرف : 45 ] وقال تعالى : ( ولقد بعثنا في كل أمة رسولا أن اعبدوا الله واجتنبوا الطاغوت ) [ النحل : 36 ] إلى غير ذلك من الآيات .
وقد قيل في تفسير قوله تعالى : ( فما كانوا ليؤمنوا بما كذبوا من قبل ) ما روى أبو جعفر الرازي ، عن الربيع بن أنس ، عن أبي العالية ، عن أبي بن كعب في قوله : ( فما كانوا ليؤمنوا بما كذبوا من قبل ) قال : كان في علمه تعالى يوم أقروا له بالميثاق ، أي : فما كانوا ليؤمنوا لعلم الله منهم ذلك ، وكذا قال الربيع بن أنس ، واختاره ابن جرير .
وقال السدي : ( فما كانوا ليؤمنوا بما كذبوا من قبل ) قال : ذلك يوم أخذ منهم الميثاق فآمنوا كرها .
وقال مجاهد في قوله : ( فما كانوا ليؤمنوا بما كذبوا من قبل ) هذا كقوله : ( ولو ردوا لعادوا لما نهوا عنه وإنهم لكاذبون ) [ الأنعام : 28 ]

7:96
وَلَوۡ أَنَّ أَهۡلَ ٱلۡقُرَىٰٓ ءَامَنُواْ وَٱتَّقَوۡاْ لَفَتَحۡنَا عَلَيۡهِم بَرَكَٰتٖ مِّنَ ٱلسَّمَآءِ وَٱلۡأَرۡضِ وَلَٰكِن كَذَّبُواْ فَأَخَذۡنَٰهُم بِمَا كَانُواْ يَكۡسِبُونَ ٩٦
And if only the people of the cities had believed and feared Allāh, We would have opened [i.e., bestowed] upon them blessings from the heaven and the earth; but they denied [the messengers], so We seized them for what they were earning.1

7:97
أَفَأَمِنَ أَهۡلُ ٱلۡقُرَىٰٓ أَن يَأۡتِيَهُم بَأۡسُنَا بَيَٰتٗا وَهُمۡ نَآئِمُونَ ٩٧
Then, did the people of the cities feel secure from Our punishment coming to them at night while they were asleep?
7:98
أَوَأَمِنَ أَهۡلُ ٱلۡقُرَىٰٓ أَن يَأۡتِيَهُم بَأۡسُنَا ضُحٗى وَهُمۡ يَلۡعَبُونَ ٩٨
Or did the people of the cities feel secure from Our punishment coming to them in the morning while they were at play?1

7:99
أَفَأَمِنُواْ مَكۡرَ ٱللَّهِۚ فَلَا يَأۡمَنُ مَكۡرَ ٱللَّهِ إِلَّا ٱلۡقَوۡمُ ٱلۡخَٰسِرُونَ ٩٩
Then, did they feel secure from the plan of Allāh? But no one feels secure from the plan of Allāh except the losing people.
7:100
أَوَلَمۡ يَهۡدِ لِلَّذِينَ يَرِثُونَ ٱلۡأَرۡضَ مِنۢ بَعۡدِ أَهۡلِهَآ أَن لَّوۡ نَشَآءُ أَصَبۡنَٰهُم بِذُنُوبِهِمۡۚ وَنَطۡبَعُ عَلَىٰ قُلُوبِهِمۡ فَهُمۡ لَا يَسۡمَعُونَ ١٠٠
Has it not become clear to those who inherited the earth after its [previous] people that if We willed, We could afflict them for their sins? But We seal over their hearts so they do not hear.1

7:101
تِلۡكَ ٱلۡقُرَىٰ نَقُصُّ عَلَيۡكَ مِنۡ أَنۢبَآئِهَاۚ وَلَقَدۡ جَآءَتۡهُمۡ رُسُلُهُم بِٱلۡبَيِّنَٰتِ فَمَا كَانُواْ لِيُؤۡمِنُواْ بِمَا كَذَّبُواْ مِن قَبۡلُۚ كَذَٰلِكَ يَطۡبَعُ ٱللَّهُ عَلَىٰ قُلُوبِ ٱلۡكَٰفِرِينَ ١٠١
Those cities - We relate to you, [O Muḥammad], some of their news. And certainly did their messengers come to them with clear proofs, but they were not to believe in that which they had denied before.1 Thus does Allāh seal over the hearts of the disbelievers.

7:102

7:103
ثُمَّ بَعَثۡنَا مِنۢ بَعۡدِهِم مُّوسَىٰ بِـَٔايَٰتِنَآ إِلَىٰ فِرۡعَوۡنَ وَمَلَإِيْهِۦ فَظَلَمُواْ بِهَاۖ فَٱنظُرۡ كَيۡفَ كَانَ عَٰقِبَةُ ٱلۡمُفۡسِدِينَ ١٠٣
Then We sent after them Moses with Our signs to Pharaoh and his establishment, but they were unjust toward them.1 So see how was the end of the corrupters.

7:104
وَقَالَ مُوسَىٰ يَٰفِرۡعَوۡنُ إِنِّي رَسُولٞ مِّن رَّبِّ ٱلۡعَٰلَمِينَ ١٠٤
And Moses said, "O Pharaoh, I am a messenger from the Lord of the worlds
